Every check names the City fund it was drawn on, which maps to an accountability bucket (the same buckets as the home page’s Money Map). Because each payment carries its own fund, this view attributes a higher share of dollars than the contracts view can.

“To be categorized” is spending on funds whose names don’t yet match a known convention — not hidden money, just a short watch-list of checks still to review. Debt service (bond principal/interest paid to a trustee) is real money but there’s nothing to inspect in the field, so it’s split out and off by default.
